it seems we're now blocking hexbear. i haven't been active recently; did something happen about 8 days ago?

The user does not have that decision. Instance blocking does not stop users from that instance from interacting with you.

I haven't really had negative interactions with hexbear users since instance blocking and blocking like 30 users I noticed being assholes way back. Maybe they're still responding to my comments without my knowing but idc

Same here. I do like having them there, but I wouldn't want to live on their instance because of the trolls

Mostly that blocking and defederation aren't the same thing. Blocking only stops the comms on that instance from showing up in your feed. It's entirely unrelated to the federation / activitypub mechanic. It's effectively like you turning on a local filter in your client, and only filters communities.

My experience on my old .world acct was that defederation didn't stop user interactions/comments, just posts and search/discovery.
