They advertised for seat fillers, so a lot of those people were literally paid to be there.
More likely they were promised payment, but have yet to collect.

If anyone dealing with him doesn't get paid up front, that's on them at this point, though.
IF that’s the same thing I’m thinking of, that was a satire piece. BUT it’s possible there was something else I didn’t see after that.
