Oh, absolutely. I'm not OP but I think they mean "in some alternate time line, Putin isn't an evil piece of shit, and we can spend this 61B on these other issues"
I read it as them lamenting the fact that Putin could just not wage war and we'd have all this extra ability to solve other issues.
Lol, imagine thinking that Putin is the reason this money isn't being spent on student loan relief, supporting the homeless, lack of healthcare, and the climate crisis.
Seriously, at this point both sides of the political divide have fully embraced blaming anything and everything on foreign scapegoats.
