A top police official said on Friday that criminal groups with Russian backing were intent on disrupting Moldova's presidential election, including attempts to seize government buildings.

Well, sure. It's quite hard to interfere with an election when there's no election being held. Ergo, it's quite hard to investigate election interference until election interference is actually happening.
