She participated directly in the government that built a weapon of mass destruction and used it to commit a genocidal act of state terrorism. She was still in the senate when her ship was captured by Vader at the beginning of Star Wars.

Vader didn't blow up a planet. He didn't stop it from getting blown up but he was more of an accessory to it.
Trump didn't stop Jamal Kashoggi from getting murdered with a meat saw, so I guess they're similar that way.
