Is this real? Like people can’t delete files off their own hard drives anymore?

Isglitch is satire. But the fact that it was believable says everything. Satire is dead.

If you read the article, you'll find it's a tech-themed satire website much like the onion.

I know this is satire but basic deletion is already size-limited. Once a file is too big it gets permanently deleted without going to the recycle bin
