They are literally trying to involuntarily detain people who don’t like trump. The first entire section is to add trump derangement syndrome to their states list of “acute mental disorders” that would necessitate a detainment, like a psychotic break where they’re harmful to themselves and others. This is like level 9 fascism shit.
