I'm sure CO leadership is asking the same question right now while hoping a modder comes along to fix the game for them.
I don't think so. I think most of the "simulation" isn't working at all.
if you are a city painter maybe yes. if you are a city builder then no.
Disappointed that they are rejecting Steam workshop in favor of a proprietary mod platform.
