Accidents happen, even if your dog is well trained. Drunk driving ends lots of innocent lives.
He doesn’t blame society. He blames god, which is even dumber. The neighbour being drunk while driving is a major cause of the incident (society) along with the dog roaming freely onto the street (his fault). If god does exist he had no role in what happened and was purely observing the horrific events unfold while simultaneously being able to but choosing to not take action.
It doesn't say where the dog got ran over. Could've happened in his living room.
