They all have to work (at least to an extent) using only x1. It's part of the PCIe spec.

Missing pins are actually extremely common. If your board has a slot that's x16 (electrically x8), which is very common for a second video card, take a closer look. Half the pins in the slot aren't connected. It has the full slot to make you feel better about it, and it provides some mounting stability, but it's electrically the same as an x8 that's open.

USB the protocol, or just uses a USB cable? If it's not using the protocol, the cables are a cheap way of getting cables of a certain spec.

I heard someone clarify that it's not so much answering with the word no, as it is dismissing the implication of the headline. In most cases that's a no, but it's easy enough to flip the meaning.

If the heading is avoiding making a statement, it's because the statement is false/unsupported.

California is net neutral. Whether it's a giver or taker state depends on the year and the exact criteria used, but it's never very far from even.

That said, sister relief is an area that California gets the shaft.

An electrified future would be the only silver lining that can come from all of this, even if it is from swastikars. The chargers (going forward) are standardized and universal, so the infrastructure will work for others as well.
