Then people would need to renew their drivers license every election, sometimes multiple times per year. That's why any compliance with this shitty order a bad idea, it would lower turnout. I already told you that.

What Oregon did was automatically mail everyone a ballot unless they opted out, but under the new executive order, if enforced, that would be deemed illegal/unlawful unless each and every eligible voter registered and provided physical proof of citizenship at that time, which is logistically impossible at that scale.

How it works is that a coil is charged with high enough voltage that it generates an electromagnetic field which keeps it from disintegrating until the voltage drops below the threshold such as coming into contact with an object. The required voltage depends on the max range and the gauge of wire which connects the rod and the quick discharge capacitor banks, but in the range of over a hundred thousand volts is expected. It's basically a rechargeable short range EMP: it will literally melt electronics near the contact point even behind other objects. Electronics such as an expensive sonic weapon.

I suppose a much cheaper solution would be a jar of flammable liquid and a burning rag.

Funny enough they used to use their own video playback codec which had to be cracked in order for downloaders to work, so technically they've been doing DRM for a long long time.

Here is how you get your hands on plutonium legally.

In both cases it may still be illegal to smuggle into the country and therefor you will need a local supplier after obtaining the proper license. The permit process asks you what amounts you will obtain and who the supplier will be even before permission is issued. The easiest and least harmful would likely be an ore containing trace amounts of a safer isotope. For higher purity you would need a refined product likely only available at government facilities and contractors.

Ever since the Nuclear Boyscout incident it's been a lot harder to obtain radioactive elements without tons of paperwork and red tape, and for good reasons.
