It's always the executive level overriding the public, actual democratic vote. Bad faith actors and infiltrated vote manipulators need to be culled when found. This is what happens when they are left alone.
That's because it's pretty easy to bribe just the handful of people at the top of the hierarchy, and those very same people make sure the rules of that hierarchy make them worth the bribing (by, for example, letting them override the expressed will of tens or hundreds of thousands of people or even millions)
Well there's your list of people to vote out. Recall, or whatever the rules of operations in that Union allow for.
