The trick here is they don't actually care if it's autistics or not. They just want want to create another "other" for society to Target. It turns out all countries have an authoritarian desire and like to do horrible stuff to their civilians. At any point in time some may be better than others. But all of the problems stem from the same root problem of power. It's a human thing and it's unavoidable. Something that citizens will always need to fight against.
