There are games that do that, often called something like "high resolution texture pack". People usually recommend against downloading them, because any potential increase in quality is usually met with severe performance or load time issues.

Aren't that many people, who are willing to be mods, would make for good ones, are interested in the community, speak English, or god forbid another language if needed, have enough free time, and are in the right timezone to make up for the lack of others' availability.
Well they apparently had, or still have, communication with Bethesda. So both they and Microsoft have obviously been fine with it so far, that doesn't mean they can't change their minds of course, but considering how many of a game's lifetime sales are done as preorders or day one, I don't think they're too worried about Skyblivion affecting the profit from the remaster, since most people don't have a PC, aren't aware of it, don't care for it, or aren't patient enough to wait for it to release.
The Steam UI in general is a mess, probably one of my least liked parts of it.
