They failed to secure the location, leaving an optimal sniper location 150 yards from the president unguarded and completely unwatched. After the attempt, they let the apparently wounded target of the assassination stand up, fist raised, for a photo op while there could still have been other shooters present. The only thing that kept Trump alive is that people watching the speech saw the sniper on the roof and eventually got a cop to got check. That cop's appearance seemingly rushed the sniper and likely caused him to miss his shot.
Summary: They did not do their jobs.
They did their best, it's not their fault the guy was a bad shot.

This is assuming it wasn't an intentional publicity stunt to generate sympathy for a raging narcissist during a struggling election campaign.
I'm not one for most conspiracy theories, they're usually clearly batshit, but that ear sure looked perfectly fine just days afterward, despite supposedly being struck by a round from an AR-15 style rifle. A staged event to create a "badass" photo op going against every action you'd expect from the Secret Service seems more likely honestly, especially from a President that cares about public perception more than anything in the world.
I hope for your sake that you haven't actually the seen pictures or clips of the event, and that you're just parroting things you've heard.

It seems likely, especially the way things played out but I can't find a way that it reasonably plays out. A dude dies in the audience and the shooter got shot many times. I know they don't care about any life but I still haven't heard about any plausible way this possible conspiracy played out.

A "near miss" is a completely nonsensical way of staging a failed assassination. This easily can go wrong with the target actually being hit. Why would the shooter, that somehow is such a great shot, that he can pull this off safely agree to it? The best case scenario for him would be to end up in prison the rest of his life, far more likely to be shot and killed on the scene so he can't say anything.
The secret service was under the Biden administration at the time, but protected Trump as a former president at that point. So you basically claim that Biden or people in his administration would have wanted to stage a failed assassination attempt on Trump. This also requires all the agents on site to be in on it and none of them to talk later. Again something completely nonsensical.
The fact that Trump raised his fist and screamed is fairly easily explainable. That is the nature of Trump. When people are under shock, stocked full of adrenaline they fall back onto their instincts. What we saw in this moment was the most real version of Trump we probably ever get to see.
They completely failed at their job. They were simply lucky that this was seemingly the one American student who couldn’t shoot straight.
