Or just a 99% tax on all wealth over, say, 1bn, belonging to any Canadian citizen regardless of residence. The problem will thus solve itself.

Nobody needs more than that, ever
Sounds great, but they'll find ways around it.
Make a micro-company where they're the sole employee, and claim any purchase as a business expense.
"For security purposes, the business absolutely requires a 17th mansion to accomodate any employee/s while they reside in New Zealand."
this the way. even just some percent because it would be reoccuring year after year.
