Or just a 99% tax on all wealth over, say, 1bn, belonging to any Canadian citizen regardless of residence. The problem will thus solve itself.

Sounds great, but they'll find ways around it.
Make a micro-company where they're the sole employee, and claim any purchase as a business expense.

"For security purposes, the business absolutely requires a 17th mansion to accomodate any employee/s while they reside in New Zealand."
